Centre launches Unified Portal of Central Bureau of Narcotics – ET HealthWorld


New Delhi: Secretary of the Treasury Sanjay Malhotra on Tuesday he launched the unified portal of the Central Bureau of Narcoticswhich will instill efficiency and transparency and reduce the time it takes for the pharmaceutical industry to obtain a business license.

The central Office of narcotics has taken steps to strengthen the vision of Digital India in the period of ‘Azadi ka Amrit Mahotsav’ by developing and releasing the unified portal as a one-step solution for the user industry to facilitate the granting of ExIM licenses and authorizations issued by the Office.

The unified portal of the Central Bureau of Narcotics it will instill efficiency, transparency and accountability in the users of the department with the dual aim of meeting the need of the pharmaceutical and chemical industry for the synergistic growth of the pharmaceutical and drug sector and boosting the economy for “Aatma Nirbhar Bharat” and ensuring the availability of the “essential narcotics” and medicines to the patients and their accompanying families.

The launch of the Central Narcotics Bureau Unified portal will be a stepping stone in the ease of doing business with NDPS and Controlled Substances in the country with better and transparent compliance.

This portal is calibrated to have database integration and ingestion with other government services including Bharat Kosh, GST, PAN-NSDL validation, e-Sanchit, and UIDAI, facilitating one-stop services for obtaining CBN licenses.

“The exporter, importer, and manufacturer of narcotic drugs, psychotropic substances, and controlled substances are expected to benefit from a manner and ecosystem that supports and houses secure and easy-to-use transactions, cloud-based storage, streamlined process for applicants obtain various licenses such as Import Certificates, Export Authorizations, Certificate of No Objection for various NDPS and controlled substances, manufacturing licenses, Allocation of Narcotic Quotas in smooth, uncomplicated and transparent operations,” said the Ministry of Finance in a release.

“It is imperative to note that all operations are planned to be faceless and contactless. Applicants can apply from anywhere at any time 24 hours a day, eliminating the need for physical interaction and can raise inquiries with the department that will need to be responded to via the portal. This will take advantage of a drastic reduction in ‘processing time’ and conserve trade resources for other fruitful business activities,” he added.

The Central Bureau of Narcotics is a central government organization that deals with the international trade in Narcotic Drugs, Psychotropic Substances and Chemical Precursors within the scope of various United Nations Conventions and the provisions of the NDPS Act of 1985. These substances have a double potential as strong medicines, scientific and industrial use, as well as a diversion for illicit use creating the substances for abuse.

“Therefore, there is a need to strike a good balance between making these substances available to people and maintaining compliance with the law in this regard. These challenges provided for the Office to conceptualize the use of a digital platform as an effective tool for create synergies and maintain a balance between facilitation and compliance management,” the statement reads further.
