Union Minister Jitendra Singh said on Sunday that the son of a deceased government employee, who is suffering from a mental disorder, is entitled to a family pension.
He said that this public reiteration was necessary because the Department of Pensions and Pensioners’ Welfare has noticed that in some cases the banks do not allow the family pension to these children and insist on a guardianship certificate from the courts.
Singh, the Minister of State for Union Personnel, stressed that under the leadership of Prime Minister Narendra Modi, the government follows the mantra of good governance to provide “ease of life” for the common man.
In that spirit, the nomination provision for family pension is intended to avoid any inconvenience for a child suffering from a mental disability, to obtain a certificate of guardianship from the court or to claim a family pension after the death of their parents, Singh said. .
Therefore, insisting on a certificate of guardianship by a bank in such cases defeats the very purpose of such nomination and also amounts to a violation of the statutory provisions of the Central Civil Service (Pensions) Rules, 2021, said the Minister.
The president and CEOs of all pension paying banks have been advised to issue proper instructions to their centralized pension processing centers/pension paying branches for the payment of family pension to a mentally retarded child through the person designated by the government official/pensioner/family pensioner under the statutory provisions of the rules and not insist on obtaining a certificate of guardianship, Singh said.
The Pensions Department has introduced many pioneering reforms, including relaxing the family pension provision for divorced daughters, introducing facial recognition technology through a mobile app to facilitate the submission of life certificates by older retirees, among others, Singh added.
